　　No one can have failed to notice the fact that water shortage is a grave problem with which the whole world is confronted. Actually, it has become so widespread that it has severely affected people's daily life and hindered the development of the global economy.

What's worse, pollution and waste of fresh water aggravate the situation. 造成这个问题有很多的因素，但下面的可能是关键的。首先，随着工农业的发展，需要越来越多的水。其次，不断增加的人口是另一个导致水资源短缺的原因。此外，全球变暖也有助于引起这个问题。更糟糕的是，污染和浪费的淡水使局势更加恶化。

　　In view of the seriousness of the problem, effective measures must be taken before things get worse. First, it is essential that laws and regulations be worked out and enforced to protect water resources. Secondly, people should enhance their awareness of saving water. With these measures taken, it is reasonable for us to expect a brighter future. 考虑到问题的严重性，在事态进一步恶化之前必须采取有效的措施。首先，制订法律法规的制订和实施来保护水资源是必须的。其次，人们应该增强节水意识。通过采取这些措施，我们有理由期待一个更美好的未来。
